Safety comes first because it's the most urgent need; comfort follows because it's the foundation everything else rests on; the goal anchor enters as early as comfort allows, emerging from it rather than following it. By the time the third thread is introduced, the first two are still running. The opening paragraphs aren't prerequisite housekeeping — they're already goal-directed.
