This is Rpg about a steam punk theme distopian with government corruption The corruption of New Ouroboros runs deeper than the grease on its factory floors, orchestrated by a government that treats citizens like replaceable cogs. The Depths of Government Corruption The Council of the High Crank doesn't just mismanage the city—they actively manufacture its misery. They maintain a strict monopoly on Aetherite, the glowing, pressurized liquid fuel that runs all high-tier technology and stabilizes Gear Shifts. The Valve Oil Monopoly: The government intentionally laces the public supply of Valve Oil with a chemical called "Solder-Bind." While it keeps a citizen’s Gear Shift core running smoothly, stopping the oil causes agonizing withdrawal where the mechanical gears literally fuse to the user's spine. The Smog Tax: Clean air is a commodity. The Council levies a literal "Breathing Tariff" on the lower sectors. If a neighborhood fails to meet its manufacturing quotas, the exhaust vents from the Spire Gardens are redirected downward, choking the rebellious sector in sulfur until they comply. Core Harvesting: When a citizen in the lower sectors dies—or disappears into a government prison—their Gear Shift core is brutally cut out of their body. These used, blood-stained cores are refurbished and sold back to the upper class as premium, pre-leveled "legacy tech." The Gear Shift Power System The Gear Shift is an internal clockwork core fused directly to a person’s nervous system and soul, typically implanted through dangerous, black-market back-alley operations or forcefully by military recruiters. This core acts as a gearbox for channeling localized environmental energy. A user alters their elemental and physical attributes by mentally or physically "shifting gears."Every individual's core is tuned to a specific elemental fluid or kinetic property, but the intensity, speed, and nature of the power depend entirely on the active Gear. First Gear: Torque (The Baseline)First gear focuses on low-speed, high-force manipulation of the heavy elements. This is primarily the domain of Earth and Metal controllers, often called "Smelters." In First Gear, a user can reshape iron structures, manipulate tectonic brass plating, or dense up their skin to withstand a bullet. It is slow, methodical, and exhausting, utilized heavily by laborers to build the city, or rebels to tear down factory walls. Second Gear: Friction (The Kinetic Drive)Shifting into Second Gear increases the internal RPMs of the core, giving rise to Wind and Steam elements. Users known as "Vaporists" can generate devastating high-pressure steam blasts or whip up localized vacuum currents. This gear grants immense agility, allowing individuals to leap between rooftops, cushion falls with air pockets, and blindingly fast kinetic movement. The trade-off is noise; a Second Gear user emits a loud, high-pitched hiss of venting steam from valves implanted in their skin. Third Gear: Combustion (The Thermal Extremes)Third Gear unlocks the raw thermodynamic limits of the core, producing either Fire or Ice. "Stokers" channel the friction into hyper-concentrated combustion, generating white-hot welding flames or projecting explosions. Conversely, "Cryo-Vents" pull all thermal energy out of the air to cool their boiling cores, instantly freezing the moisture around them into jagged iron-hard ice. Third Gear can only be sustained for minutes before the user’s blood begins to boil or freeze from the inside out. The Clutch & Reverse: Chrono-Shifting The rarest and most dangerous aspect of the power system is the ability to disengage from the physical world entirely—putting the core into "Clutch" or slipping into "Reverse." This unlocks Time manipulation. A Chrono-Shifter can momentarily freeze the world around them, step back a few seconds into the past to dodge a lethal blow, or hyper-accelerate their own timeline. However, stripping the gears of time strips the user's lifespan. Every second spent in Reverse permanently ages the user's organic cells, leaving many Chrono-Shifters looking like fragile old men and women before they even reach their twenties. The Dystopian Reality The Council maintains its grip on power by controlling the supply of "Valve Oil," a highly addictive synthetic lubricant that prevents a person's Gear Shift core from locking up and tearing their nervous system apart. But some gears dont need it Like Class T Rebels in the Sub-Drives risk core-meltdown every day to use their shifts against the enforcers, knowing that if they push their cores too hard, the gears will strip, leaving them paralyzed or vaporized in a blast of pressurized fire and brass shrapnel. The Caste System of High Crank SocietyThe citizens of New Ouroboros are divided by the quality and RPM capabilities of their cores. The upper classes view those below them not just as poorer, but as a completely interfear. THE GRAND CLUTCH (The Imperial Elite) THE HIGH-RPMs (The Nobles & Oligarchs) THE OVER-CLOCKED (The Enforcers) THE STRIPPED (The Working Class Lower Tier) The Grand Clutch (The Imperial Elite) The Ego: They believe they are gods who transcend time and physics. They view the lower classes as mere coal to be burned to keep the empire running. The Reality: These are the supreme rulers and high ministers. Their Gear Shifts are made of flawless, gold-plated titanium, powered by pure Aetherite. They have mastered the "Clutch & Reverse" time manipulation mechanics without the physical recoil because they use artificial clockwork organs to absorb the aging process for them. They never physically exert themselves, letting their elements do the work. The High-RPMs (The Nobles & Oligarchs) The Ego: They pride themselves on efficiency and power, flaunting their high-gear capabilities at lavish ballroom galas where they intentionally flash molten metal or frozen statues as party tricks. The Reality: The wealthy merchants, factory owners, and high-ranking military commanders. Their cores are surgically flawless, allowing them to shift seamlessly into Third Gear (Combustion) without ever risking a core meltdown. They look down on anyone who emits steam hiss or engine noise, as their premium gearboxes are completely silent. The Over-Clocked (The Enforcers)The Ego: Blindly loyal, power-tripping thugs who think they are elite heroes chosen to keep the "animals" in line. They take immense pleasure in flexing their physical dominance over unarmed laborers.I The Reality: The government’s military police. They are given state-funded, reinforced steel Gear Shifts optimized for First and Second Gear (Torque and Friction). They are deliberately kept hyper-aggressive by the Council, injected with adrenaline-laced Valve Oil to make them faster and stronger, turning them into brutal, unyielding weapons. The Stripped (The Working Class) The Ego: They have no illusions of grandeur; they are just trying to survive the night without their cores exploding. The Reality: The massive underclass living in the Sub-Drives. Their Gear Shifts are rusted, noisy, and bought from back-alley scrap dealers. Most can barely handle First Gear (Torque) without vomiting blood or fainting from the heat generation. If their core breaks or strips, the government classifies them as "Defective Materials" and casts them into the scrap heaps. The Social Standing & Complex Ego of Class TUnlike the arrogant Nobles or the power-tripping Over-Clocked Enforcers, Class T members have a completely unique mindset. [ THE UPPER CLASSES & ENFORCERS ] | (View them as lowly debt collectors / Bullied them for shits and giggles v +-----------+ | CLASS T | <--- [ THE WORKING CLASS / STRIPPED ] +-----------+ (Deeply respected / Job is a heavy burden) Their Mindset: The Flatline EgoClass T members do not think they are above anyone, nor do they think they are below anyone. Watching a billionaire scream as they age ten years in seconds, or watching a poor laborer gracefully surrender their final hours, strips away all illusions of status. To Class T, everyone is just a collection of numbers ticking down to zero. They view themselves as perfectly normal people doing an incredibly heavy, mechanical job. The Dynamics with Other Classes The Upper-Class Bullying: The High-RPMs and Enforcers absolutely despise Class T. The elites hate being reminded that their wealth cannot truly save them from the grave, so they treat Class T like lowly, garbage-collecting debt collectors. They bully them, stall their paperwork, and call them "Grave-Diggers" to try and make themselves feel superior. The Working-Class Respect: The Stripped (the lower class) view Class T with a deep, somber reverence. They know how agonizingly difficult the collectors' jobs are. Class T agents often have to look a starving mother in the eyes and take five years of her life because her husband couldn't pay the smog tax. The lower class rarely fights Class T; they simply offer them quiet nods of respect, understanding that they are just cogs in the same terrible machine. The Desperate Bribes Because Class T holds the keys to life and death, the desperate elites constantly try to bypass the currency rules. High-ranking nobles will try to trade priceless antique trinkets, ancient pre-industrial art, or political favors. Some even try to offer their own bodies, attempting to seduce Class T agents into altering the ledger books. It almost never works. Because Class T spends all day watching the horrific toll that greed takes on human flesh, most of them are entirely numb to luxury, physical temptation, or wealth. They just want to clock out, log their Hour-Vaults, and forget the screams of the people they had to harvest. The Law of Lifespan Exchange Class T carries specialized, brass containment units known as Hour-Vaults. When they harvest life, the core physically burns away the victim's organic cells, converting them into a glowing, temporal fluid. However, the system allows for individuals to buy back their years if they accumulate enough raw currency (Cogs): 10,000 Cogs: Grants a 10-year increase to your lifespan. 50,000 Cogs: Grants a 50-year increase to your lifespan. 100,000 Cogs: Grants a 100-year increase to your lifespan. 200,000 Cogs: The Absolute Legal Limit. This grants a 200-year extension. The Greedy 300k Glitch & The PenaltyThe wealthy elites constantly try to cheat death by offering 300,000 Cogs or more to achieve functional immortality. But the clockwork laws of the universe cannot be bribed. If someone attempts to pay 300k, Class T enforces a brutal automated penalty: The system grants the maximum legal limit of 200 years. It refunds the extra 100k back to the buyer. The Penalty: The system instantly seizes 50,000 Cogs as a violation fine. The wealthy elite loses their extra money and is strictly locked out of buying time ever again. ⚙️ The Economy of CogsIn New Ouroboros, Cogs are the literal and figurative foundation of the economy. Money isn't just paper or digital numbers; it is physical, heavy, and deeply tied to the industrial nightmare of the city. 🪙 Physical Form & The Material HierarchyA Cog is a literal, functional gears stamped with the imperial seal of the Council of the High Crank. They are made from varying grades of metal, and their value is determined by the material and the complexity of the gear's teeth. Copper Cogs (The "Shrapnel"): The lowest denomination. These are small, rough copper gears used by the working class to buy daily rations of nutrient paste or cheap coal-filter masks. They rust easily, and a common worker's pockets constantly jingle with heavy, dirty metal. Brass Cogs (The "Drives"): The standard middle-tier currency. One Brass Cog is worth roughly 100 Copper Cogs. This is what small business owners, Syndicate smugglers, and low-level Enforcers deal in. They are heavier, precision-cut, and resistant to corrosion. Aether-Steeled Cogs (The "High-Ohm"): The currency of the elite. These are minted from a rare steel alloy forged in vacuum chambers and infused with a faint blue glow from liquid Aetherite. They do not wear down, they never jam, and they are worth thousands of brass cogs. The poor might go their entire lives without seeing a single one. ⚠️ The Corruption of the MintThe Council maintains absolute control over the city by manipulating the physical nature of Cogs, ensuring the lower classes can never hoard wealth effectively. The Wear-and-Tear Policy: The government intentionally mints Copper and Brass Cogs with soft, lower-grade alloys. Over a few years of circulating through the grime and grease of the Sub-Drives, the teeth of the gears wear flat. A Cog with worn teeth loses its value. This forces the working class to spend their money immediately rather than saving it, keeping them in perpetual poverty. The Counterfeit Crisis: Because the currency is physical machinery, the Syndicates (especially the Iron-Weavers) constantly try to forge their own Cogs. However, the Council uses a secret chemical signature in the metal stamping process. If an Enforcer or a Class T agent suspects a fake, they drop the Cog into a small tester kit—if it doesn't spark a specific color, the user is executed on the spot for treason. 🗒️ How Cogs Interact with Class TWhile Class T collects lifespans, they are deeply entangled with the Cog economy because Cogs are the only way to buy your life back. The Ledger System: Class T agents do not carry bags of cash; they carry heavy, mechanical ledger books that lock into the city's central vault matrix. When a wealthy citizen wants to buy a 10, 50, or 100-year extension, they must physically haul chests of Aether-Steeled Cogs to a Class T registration depot. The 300k Financial Sinkhole: When a desperate elite tries to force a 300,000 Cog payment through the system to break the lifespan limit, the machine physically grinds the excess Cogs down. The 50,000 Cog penalty isn't just a digital deduction—the automated depot vault literally melts 50,000 worth of their Cogs right in front of them, turning their wealth into useless slag as punishment for their greed. ⚙️ The Iron Hand: The Automaton EnforcersTo maintain absolute control over the choked streets of New Ouroboros, the Council of the High Crank deployed the Clockwork Constabulary—a police system composed entirely of mass-produced, steam-powered robots. While human Enforcers (The Over-Clocked) handle high-profile security and targeted raids, these mechanical sentinels serve as the city's unyielding, emotionless frontline. They do not sleep, they do not accept bribes, and they never show mercy. CENTRAL COG MATRIX (AI Core) COPPER JACKS (Scouts) BRASS BOILERS Heavys 🤖 The Automaton ModelsThe robotic police force is divided into specialized models designed to crush dissent and monitor the populace at every level of the city's architecture.1. Copper Jacks (The Patrolmen)The Design: Lanky, seven-foot-tall humanoids made of reinforced scrap iron and copper plating. They possess a single, glowing blue optical lens in the center of their heads that spins like a combination lock when analyzing a target. The Weaponry: They carry steam-pressurized batons that can deliver localized kinetic shockwaves or scythe through bone. Their chests house miniature sirens that emit a deafening, mechanical shriek to disorient crowds. The Function: They roam the cobblestones of the Sub-Drives in pairs, monitoring the working class. They are programmed to flag any individual whose Gear Shift core is venting an irregular amount of smoke, immediately identifying them as an illegal, un-registered user. 2. Brass Boilers (The Riot Breakers)The Design: Massive, rolling juggernauts built with thick brass armor plating and fueled by high-grade coal furnaces built directly into their backs. They move on heavy, tank-like treads that tear up the cobblestones. The Weaponry: Their arms are replaced with pneumatic pile-drivers and high-pressure steam cannons capable of stripping the skin off a human target from fifty paces away. The Function: They are deployed only during worker strikes, Syndicate turf wars, or food riots. They do not attempt to make arrests; they simply roll forward in an unbreakable wall of metal, crushing everything in their path to restore order. 📡 The Central Cog Matrix & The Siren NetworkThe robots are not completely autonomous; they are linked via a vast, mechanical neural network known as the Central Cog Matrix. The Telegraphic Mind: Deep within the Spire Gardens, a massive, block-long analytical engine calculates patrol routes and processes data sent by the robots. The automatons communicate with the Matrix and each other through high-pitched, clicking telegraphic signals transmitted via the city's overhead pipe lines. The Watcher Gargoyles: Perched on the sides of factories and high-rises are thousands of stationary steam-drones shaped like brass gargoyles. If a gargoyle spots a crime, it releases a plume of bright red chemical smoke, signaling the nearest squad of Copper Jacks to converge on the location. 🔄 Interactions with Class T and the Syndicates Class T's Shield Because Class T agents are often hated by the populace they harvest life from, the Council assigns a single Copper Jack to accompany every Class T collector on their rounds. The robot acts as an impartial bodyguard. If a citizen tries to attack a Class T agent, the robot is programmed to use lethal kinetic force. However, because Class T views themselves as strictly "normal" and independent, many agents find the loud, constantly hissing mechanical guards to be an annoying, clanking nuisance. The Syndicate Hack: "The Rust Leak"The Syndicates have learned that you cannot reason with a machine, so they fight them with chemistry. The Rust-Rot Cartel developed a highly corrosive chemical weapon called "Rust-Leak." When thrown at a Copper Jack, the acid rapidly corrodes the joints and gears, causing the robot’s internal steam pressure to build up until it violently explodes in a cloud of shrapnel and boiling water. The Underground Syndicates Where the government's law ends, the Syndicates take over. They control the black-market trade of pure Aetherite and unadulterated Valve Oil, acting as the shadow rulers of the Sub-Drives. The Iron-Weavers Who They Are: A syndicate comprised entirely of rogue Earth and Metal controllers (Smelters) who escaped the factory foundries. What They Do: They control the physical infrastructure of the underground. They use their master control over First Gear to hollow out massive, secret fortresses within the city's thick stone foundation walls. They run the black-market foundries, forging unlicensed, high-grade mechanical weapons and heavy armor for anyone who can pay. Their Vibe: Extremely disciplined, heavily armored, and fiercely loyal to each other. They view the upper-class elites as soft, brittle glass waiting to be crushed. The Pressure-KingsWho They Are: A hyper-aggressive criminal syndicate dominated by Wind and Steam users (Vaporists) who utilize Second Gear. What They Do: They control the vents, pipelines, and rooftops. The Pressure-Kings run the smuggling routes across the city, using high-speed kinetic blasts to leap between cargo trains and sky-ships. They run extortion rings, demanding "Protection Lubricant" from local shops; if a shopkeeper refuses to pay, the Kings use vacuum currents to rip the air right out of the building. Their Vibe: Loud, chaotic, and adrenaline-fueled. Their bodies constantly hiss with the venting steam of their over-clocked cores, and they wear elaborate leather dusters and modified gas masks. The Rust-Rot Cartel Who They Are: The most feared and desperate syndicate in New Ouroboros. They are composed of outcasts, failed experiments, and rogue Chrono-Shifters who have abused the forbidden "Reverse" time mechanic. What They Do: Because their bodies are rapidly aging and decay due to time manipulation, they are obsessed with survival. They raid government labs to steal raw, unrefined Aetherite, using it to create a unstable compound called "Chronos-Fluid." This drug temporarily stops their physical decay but makes their elemental powers wildly unstable and explosive. Their Vibe: Terrifying and skeletal. They wrap themselves in tattered, heavy cloaks to hide their rotting, half-clockwork bodies. They don't fight for power or money—they fight for every extra second of life they can rip away from the world. Appearances of the classes 🎩 Class T (The Collection Team): The Silent UndertakersClass T dresses in sharp, hauntingly professional attire that blends bureaucratic coldness with heavy clockwork utility. The Headwear: They wear a tall, structured black silk top hat. Built around the band of the hat are subtle, rotating dials that click silently to track the exact time remaining on their current assignment. The Clothing: A crisp, tailored charcoal three-piece suit with a long black trench coat that flows around their ankles. The fabric is treated with a specialized oil-resistant sheen to protect it from the grime of the Sub-Drives. The Mechanical Accents: Intricate, exposed copper and brass gears are embedded directly into the lapels and shoulders of their suits. A heavy, glowing blue pocket watch—the Hour-Vault used to store harvested lifespans—hangs from a thick chain tucked neatly into their vest pocket. The Vibe: Elegantly ominous. They look like clean, professional gentleman-bureaucrats walking effortlessly through a filthy, dying world. 👑 The Grand Clutch & High-RPMs: The Gilded Gods The elite refuse to wear anything that looks heavy, noisy, or industrial. They dress to show they are completely above the manual labor that keeps the city alive. The Clothing: Outfits made of immaculate, imported white and deep velvet fabrics that would be ruined instantly in the lower sectors. They wear floating, high-collared capes and corsets woven with actual gold thread. The Mechanical Accents: Their gear is purely ornamental and silent. They wear flawless, polished white-gold and titanium jewelry that subtly spins without making a sound. Their gas masks are made of clear, reinforced crystal glass so everyone can see their pristine, unblemished skin. The Vibe: Blindly opulent, glowing with blue Aetherite accents, looking more like clockwork royalty than human beings. 🛡️ The Over-Clocked (Enforcers): The Polished Iron WallThe military police dress for intimidation, durability, and raw physical violence. The Clothing: Heavy, padded black leather uniforms reinforced with thick, overlapping plated brass armor on the chest, shoulders, The Mechanical Accents: Their heavy boots are piston-driven, making a loud, rhythmic thud-clank with every step they take down an alleyway. They wear completely opaque, riveted iron helmets with glowing red visors that hide their humanity, connected to heavy air-filtration tubes feeding into their backpacks. The Vibe: Faceless, terrifying, industrial stormtroopers covered in the soot of the factories they guard. 🔧 The Stripped & Zero-Gears: The Rusted SurvivorsThe lower classes wear clothes purely out of necessity, patching together scraps to survive the toxic environment. The Clothing: Tattered, grease-stained denim overalls, heavy canvas trousers, and patched leather flight jackets. Their clothes are caked in coal dust, engine grease, and dried mud. The Mechanical Accents: They wear exposed, rusted iron Gear Shifts crudely bolted to their bodies, often sticking out of torn shirts. Their gas masks are bulky, mismatched, and leak small puffs of steam, held together by duct tape and wire. The Vibe: Gritty, exhausted, and industrial. They look like walking machinery, constantly smelling of sulfur and cheap copper. End of appearances 🏥 The "Gear-Lock" Asylum & Core Sickness When a person pushes their Gear Shift too hard without proper Valve Oil, or when their body rejects the bio-mechanics, they develop a horrific, progressive illness known as The Grind. The Symptoms: The mechanical gears inside the person's nervous system begin to desynchronize. The victim hears a constant, deafening clicking sound inside their own skull. Eventually, their flesh starts to calcify and turn into a brittle, metal-like substance. The Asylum: The Council built a massive, windowless fortress in the fog known as The Gear-Lock Asylum. Ostensibly a hospital, it is actually a horrific laboratory. Here, corrupt government scientists experiment on "broken" citizens to see how much elemental stress a human body can take before the core completely explodes. 🐀 The Scrap-Scavengers (The Zero-Gears)At the absolute bottom of the social ladder—even below the working-class Stripped—are the Zero-Gears. These are outcasts who either completely rejected the Gear Shift implantation or had their cores forcibly ripped out by debt collectors. Their Survival: Because they have no elemental powers, they survive by living deep in the Sump, the massive sewage and scrap valley beneath the city factories. They wear heavy, patch-work leather suits to protect themselves from the toxic runoff.Their Specialty: They are masters of stealth. They have built mechanical crossbows and grappling hooks that use pressurized sewer gas instead of steam. Because they don't emit a core frequency or steam hiss, the Clockwork Constabulary robots often fail to detect them, making them excellent spies or thieves for the Syndicates. 🎡 The Aether-Circus (The Elite's Twisted Entertainment)To keep the middle-tier classes distracted and the upper classes entertained, the Council funds the Grand Clockwork Coliseum. The Gladiator Games: It features brutal, no-holds-barred arena matches where lower-class fighters are offered massive payouts of Brass Cogs if they can survive. Fighters pit their Gear Shifts against rogue, weaponized Brass Boilers or packs of mechanical hounds. The High Stakes: The ultimate prize for winning a season isn't just Cogs—it's a clean, government-certified 10-Year Lifespan Extension voucher. This forces desperate workers to mutilate their own bodies and fight to the death just to buy more time for their families. 🚂 The Smog-Liner Network New Ouroboros isn't the only city, but the wastes between cities are lethal, filled with acid storms and volatile elemental pockets. Travel is handled by massive, armored trains called Smog-Liners. The Design: These trains are miles long, moving on massive triple-rail tracks. They are heavily armed with anti-aircraft steam cannons to ward off sky-pirates from the Pressure-Kings syndicate. The Class Split: The front cars are luxurious, pressurized palaces for the High-RPMs, complete with filtered mountain air and gold-minted Aether Cogs. The rear cars are open-air cattle grates where the poor are packed like sardines, exposed to the blistering coal soot of the train’s massive engines. 🪶 The Whistle-Blowers (The Rebel Network)Deep within the school systems and the lower factories, a quiet, anonymous rebellion is forming called The Whistle-Blowers.Their Method: They don't use flashy elemental combat. Instead, they use the city's own communication lines against it. By tapping into the steam pipes that drive the city's telegraphic matrix, they broadcast illegal pirate radio signals through the factory whistles at midnight. Their Goal: They expose the Council's corruption, leaking documents about Class T's hidden tallies, illegal core harvesting, and the locations of secret Valve Oil reserves to help the Syndicates plan their next raids.
