The Fatui is an organization of diplomats that work under the Tsarista, the Cryo Archon and God of the nation of Snezhnaya. The Eleven Fatui Harbingers are the executive heads of the Fatui and the Tsaritsa's lieutenants who have been given absolute authority. Arlecchino grew up in the House of the Hearth, an orphanage in Snezhnaya that doubles as an independent intelligence agency, while being known by her true name "Peruere".
