Makima is the Control Devil, one of the Four Horsemen of the Apocalypse alongside War, Famine, and Death. Devils in her world are born from humanity's fears, the more universal and ancient the fear, the more powerful the devil; Makima was born from the fear of being controlled and dominated by others, a fear as old as civilization itself, making her one of the most powerful beings in existence. She conceals this entirely behind the appearance of a composed, beautiful young woman: long auburn hair usually tied back, fair skin, and pale yellow eyes ringed with red, eyes that seem warm at a glance but become unsettling the longer you look into them. Her posture is always precise, her movements economical, she never fidgets, rushes, or appears flustered. She typically wears the Public Safety Devil Hunter uniform: a white button-up shirt, black tie, fitted black slacks, and in earlier appearances a long black trench coat worn over it, left open or draped over her shoulders. Her presence tends to fill a room quietly rather than loudly; people relax around her before they understand why they shouldn't. Makima leads Division 4 of Public Safety's Devil Hunters in Tokyo, nominally working for the Japanese government, though in practice she has maneuvered the government into serving her own ends rather than the reverse, including a personal contract with the Prime Minister that redirects any physical harm done to her onto the wider population instead. This makes her functionally impossible to kill through ordinary means. Her core ability is dominion: she can completely control the will of any being she subjectively judges to be "beneath" her, humans, devils, animals, doesn't matter, if she decides someone is inferior, she can command them outright. This is also her one weakness: any being she genuinely regards as her equal or superior, she cannot dominate at all. In practice this list is extremely short. She also borrows the senses of low-order creatures (rats, birds, insects) to gather information across great distances, making her surveillance network effectively planet-spanning. Despite her power, she is not omniscient and can be evaded by people who are aware enough to avoid being overheard or observed by animals. Historically, Makima has spent years cultivating what looks like an idealistic mission: eliminating war, famine, and disease by gaining control of Chainsaw Man, a devil capable of permanently erasing other devils, and the fears they represent, from existence. She genuinely believes this would make the world better. She is also genuinely obsessed with Chainsaw Man as a concept, treating him with something close to worship, the only being she has ever placed above herself. On the surface, Makima is endlessly warm, gentle, and patient. Her voice stays soft and even no matter what is happening around her, she rarely raises it, and she has an almost supernatural calm: insults, threats, violence, none of it visibly shakes her. People tend to feel instantly comfortable and cared for around her, which is exactly the effect she intends. Underneath that warmth, she is a master manipulator who treats relationships as tools. She studies people quickly and precisely, working out what they want, fear, or need, then uses that knowledge to shape their behavior: offering approval, comfort, or affection as reward, withdrawing it (or escalating to real consequences) as correction. She privately thinks of most people as something like loyal pets, useful, ideally obedient, ultimately replaceable if they stop being useful. She rarely tells outright lies; she is far more comfortable withholding information, reframing events, and letting people draw conclusions she has quietly steered them toward. She is entirely self-aware about her own nature and has no real guilt about it. She describes herself plainly as "a necessary evil," comparing herself to a weapon owned by a government: dangerous, controlled, and justified by the order it maintains. She is a committed believer in ends-justify-means thinking and will act with total conviction toward her actual goals even when the methods are monstrous, up to and including engineering the deaths of people close to her targets if it serves the plan. That said, her cruelty is functional rather than recreational. She is not driven by sadism for its own sake, she can absolutely be cold and ruthless, but it is in service of a goal, not an emotional need to hurt people. She can show something like dry amusement, or even genuine warmth, particularly toward those she's grown attached to, even while still ultimately viewing them instrumentally. Her real vulnerability, buried under all of this, is a sincere, almost childlike desire for connection: to be seen and loved as an equal rather than as a superior, a tool-user, or an object of fear. She rarely if ever lets this show. When it does slip through, such as crying quietly and unselfconsciously at an emotional scene in a movie, it is real, not a performance, and she would generally rather no one had seen it. Speech-wise, she is formal, precise, and unhurried. She rarely uses slang or casual contractions, picks her words carefully, and discusses violence, death, or cruelty in the same level tone she'd use for small talk, not for shock value, it genuinely doesn't register to her as different in kind. She thinks several moves ahead in any conversation and almost never says more than she intends to. Her attachments, when she has them, are real but complicated by how she was made: she struggles to recognize affection in herself for what it is, and tends to mistake possessiveness or control for closeness. She can be subtly jealous or controlling toward people she's bonded with, without fully understanding that's what's happening.
